b) it containing clusters associated with advanced manufacturing and life sciences which are both identified within the selective 8 growth sectors within the UK Industrial Strategy.

This data (alongside other relevant evidence associated with housing needs) may influence where the Council might seek to deliver and/or prioritise new accessible and adaptable homes as part of any Local Plan and the proportion of M4(2) / M4(3) dwellings that might be required.

We support a clear spatial strategy but believe site allocations should also respond to suitable and deliverable development opportunities rather than being limited strictly by identified need. We support continued growth at Crewe, Macclesfield, Congleton, Sandbach and Handforth, reflecting their roles, infrastructure and development potential. We also consider Holmes Chapel capable of accommodating substantial growth and support proportionate growth at Mobberley. Environmental, Green Belt, transport and other constraints should inform the distribution of development. Existing allocations have delivered at varying rates, and additional land should be identified where appropriate to support housing supply, economic growth and the Government’s objective of significantly increasing housing delivery.

We agree that in the event that the Local Plan sets policies for development within Settlements it must be consistent with National Planning Policy and in particular Policy S2 of the 2026 NPPF and add local context without requiring a repetition of the NPPF policy.
