Local plan scoping consultation

Settlement hierarchy

Representation ID: 1334

Received: 05/08/2026

Respondent: Goostrey Parish Council

Representation Summary:

1. Goostrey should not be considered as a Local Service Centre for these reasons:
Lack of shops, secondary school, doctor & dentist surgeries, library, bank, ATM
Bus service reduced to 2 mornings per week.
The Lovell Telescope at JBO precludes housing development.
The Parish is within the Inner Consultation Zone which is also within the Setting/Buffer Zone for the World Heritage site.
2. Assessment of housing, population etc. should use the ONS figures for Goostrey Parish only rather than including Cranage, Twemlow & Swettenham, as was the case in the last Local Plan.

Full text:

1. Goostrey should not be considered as a Local Service Centre (LSC) for these reasons:
a) It does not have a doctor’s surgery, dentist, secondary school, supermarket, library or bank or cash machine. It has the least number of shops of any LSC.
b) Since the last Local Plan, Goostrey’s only bus service has been reduced to 2 mornings per week, one of the shops has been closed and converted to a house and the Methodist Chapel and hall have also closed.
c) It contains the huge Lovell radio telescope at Jodrell Bank which precludes housing development in Goostrey due to radio frequency interference.
d) Goostrey Parish is entirely within the ‘Inner Consultation Zone’ which is also within the Setting/Buffer Zone for the World Heritage site.
2. Any assessment of Goostrey’s housing, population and other parameters should use the ONS Census figures for Goostrey Parish. In the last Local Plan, the assessment wrongly used the figures from two LSOA’s which included not only Goostrey but also the Parishes of Cranage, Twemlow and Swettenham which together are a much larger geographic area. Some of these Parishes were also confusingly categorised separately and differently in the Local Plan.
