Role of the Strategy and Outcomes

Representation ID: 1150

Received: 26/07/2026

Respondent: AGTL

Agent: Aylward Town Planning Ltd

Representation Summary:

We are in broad agreement with the proposed approach to develop a Strategy and Outcomes to provide a consistent focus and benchmarking to provide a cohesive framework to shape and drive good growth across the Council's administrative area.

We assume that subsequent iterations of the Plan will move on to identify a Strategy and Outcomes which would underpin a robust policy-on assessment of thematic policies and site selection decisions.

Until that analysis is undertaken (including policy-on viability testing), it is unrealistic to establish whether these Outcomes are sound and would not prejudice deliverability of Plan-led new homes and employment space.

Brownfield development

Representation ID: 1151

Received: 26/07/2026

Respondent: AGTL

Agent: Aylward Town Planning Ltd

Representation Summary:

We are in broad support of proposals which would seek to maximise the opportunity to deliver new development utilising brownfield land. This would underpin a cohesive framework to shape and drive good growth across the Council's administrative area.

This is set out at a very high-level at this stage. We assume that subsequent iterations of the Plan will move on to secure a Plan-wide framework and ensure that the assessment of specific sites gives appropriate positive weight to this (as part of a robust policy-on assessment).

Representation ID: 1153

Received: 26/07/2026

Respondent: AGTL

Agent: Aylward Town Planning Ltd

Representation Summary:

We recognise this framework and agree that proposals which would deliver new economic development (particularly investment that that would generate and safeguard jobs) should be given very strong weight. This would shape and drive good growth across the Council's administrative area.

We assume that subsequent iterations of the Plan will move on to secure a Plan-wide framework and ensure that the assessment of specific sites gives appropriate positive weight to this (as part of a robust policy-on assessment) and ensure that opportunities are not unnecessarily restricted.
