We are in broad agreement with the proposed approach to develop a Strategy and Outcomes to provide a consistent focus and benchmarking to provide a cohesive framework to shape and drive good growth across the Council's administrative area.
We assume that subsequent iterations of the Plan will move on to identify a Strategy and Outcomes which would underpin a robust policy-on assessment of thematic policies and site selection decisions.
Until that analysis is undertaken (including policy-on viability testing), it is unrealistic to establish whether these Outcomes are sound and would not prejudice deliverability of Plan-led new homes and employment space.
