Representation Summary:

My comments regarding the proposed allocation of land at Oak Tree Farm are as follows:-

Basic Overall Comment
I object to the allocation of land at Oak Tree Farm for proposed economy and employment development. Until this phrase is properly defined, it must be construed that the proposed use includes retail, commercial and / or industrial use. This development would result in the loss of valuable open countryside, eroding the rural character and setting of the area. Access to this site area from Knutsford Road would increase the potential hazards due to turning vehicles as this road is a busy route for traffic with limited visibility from the Town Lane direction.
Infrastructure Based Comment
I object to the allocation of land at Oak Tree Farm for proposed economy and employment development due to the inability of the existing infrastructure to support significant population growth. This site is remotely located in the countryside and it is unlikely that there are adequate public sewers nor other drainage services available within the local area. The proposed economy and employment development would include new buildings that will significantly increase the surface water run-off from each roof leading to an increased risk of flooding of the site and surrounding areas. It is unlikely that the existing infrastructure would be capable of managing any significant increases in waste arising from the economy and employment development to prevent solid and liquid waste leakage into the adjoining land, watercourses and land drains. The proposed economy and employment development would inevitably require upgrading of the existing electricity power supply and communication distribution networks, possibly leading to the installation of overhead cable poles / towers and radio masts which would significantly degrade the visual amenity of the locality. There are no existing healthcare services nor shops in the vicinity of the proposed site area which would lead to increase pressure on these services in the surrounding towns and villages.
Traffic Based Comment
I object to the allocation of land at Oak Tree Farm for proposed economy and employment development due to the potential adverse impact it would have on local traffic conditions and road safety. The site is not adequately served by public transport, limiting realistic travel options for future employees and visitors. Train services from the local station are limited, and the site is in close proximity to Manchester Airport, the proposed economy and employment development is likely to generate significant additional car journeys leading to reduced road safety and increased air pollution which conflicts with sustainable planning principles. Access to this site area from Knutsford Road would increase the potential hazards due to turning vehicles as this road is a busy route for traffic with limited visibility from the Town Lane direction.
Village Character and Identity Comment
I object to the allocation of land at Oak Tree Farm for proposed economy and employment development due to the harm it would cause to the identity and character of the rural environment that is separated from neighbouring settlements. A large economy and employment development would fundamentally alter this character, making the area feel more urban and possibly industrial reducing its unique local identity. The development risks overwhelming existing communities, eroding the qualities that make the area attractive to residents and visitors, and diminishing the historic and rural character that has developed over generations.
Environmental Concerns Comment
I object to the allocation of land at Oak Tree Farm for proposed economy and employment development due to the harm it would cause to the openness, landscape character and biodiversity of the area. The site provides an important undeveloped green space that contributes to the rural setting and visual amenity of the locality. Development would urbanise open countryside, reduce the sense of openness and landscape quality. It would also disrupt habitats used by local wildlife, potentially affecting birds, mammals, insects and other species that depend on these green spaces. The proposal therefore risks causing significant and irreversible environmental harm. It is unlikely that the existing infrastructure would be capable of managing any significant increases in waste arising from the economy and employment development to prevent solid and liquid waste leakage into the adjoining land, watercourses and land drains. The location of this proposed economy and employment development will be directly under the flight path of aircraft using Manchester Airport, the noise and atmospheric pollution arising from aircraft taking off and landing would be excessive with potential adverse health hazards for people working in and visiting the economy and employment development. The proposed development is in close proximity to the existing railway and increases the potential risk of hazards due to unauthorised access, fire and / or smoke.
Green Belt Focused Comment
I object to the allocation of land at Oak Tree Farm for proposed economy and employment development due to the loss of valuable Green Belt land. The Green Belt plays an important role in preventing urban sprawl, maintaining the openness of the countryside, and safeguarding the character and identity of surrounding communities. Development of this site area would erode this essential buffer, setting an unwelcome precedent for further encroachment into rural areas. The site currently contributes to the visual amenity of the area and provides environmental benefits. This proposed economy and employment development will require the removal of established trees, hedgerows and the concreting over of green fields which is not consistent with the current Cheshire East policy with regard to the use of natural-based solutions to mitigate climate change. More sustainable brownfield sites should be prioritised before releasing greenfield land for economy and employment development in this location.
Airport Proximity Concerns Comment
I object to the allocation of land at Oak Tree Farm for proposed economy and employment development due to its proximity to Manchester Airport. The location of this proposed economy and employment development site will be directly under the flight path of airplanes using Manchester Airport and increases the potential risk of fire and / or smoke obscuring the flight path of airplanes during take-off and / or landing leading to an accident. The proposed development would result in increased artificial lighting that would be directly within the flight path and may be mistaken for take-off / landing lights further increasing the risk of an accident. Based on experience in Mayfield Road, low flying aircraft with roaring engines cause damage to windows due to excessive vibrations. Based on experience in Mayfield Road, the communications between some low flying aircraft and Manchester Airport interferes with domestic WiFi systems causing loss of signal. These issues may have an adverse effect on sensitive systems used within the economy and employment facilities and reduce the quality of life consequently having a detrimental effect on relations between the economy and employment facilities / community and Manchester Airport.

I object to the allocation of land North of Knutsford Road for housing and residential development. The use of the phrase “residential” leads to speculation regarding the actual proposed use. The site is poorly positioned for significant residential growth due to its proximity to the railway. This development would result in the loss of valuable open countryside, eroding the rural character and setting of the area. Access to this site from Knutsford Road would increase the potential hazards due to turning vehicles as this road is a busy route for traffic.
Infrastructure Based Comment
I object to the allocation of land North of Knutsford Road for housing and residential development due to the inability of the existing infrastructure to support significant population growth. It is unlikely that there are adequate public sewers nor other drainage services available within the local area. The proposed development would include new buildings that will significantly increase the surface water run-off from each roof leading to an increased risk of flooding of the site and surrounding areas. It is unlikely that the existing water supply system within the local area will be capable of extension to provide water supplies to the proposed development site as it is old and prone to failure as demonstrated by the recent burst water main in Mayfield Road. The proposed housing and residential development would inevitably require upgrading of the existing electricity power supply and communication distribution networks, possibly leading to the installation of overhead cable poles / towers and radio masts which would significantly degrade the visual amenity of the locality. The increased population arising from this development would inevitably create more pressure on the existing local schools, healthcare services and other community services that are already under strain.

The topography of the proposed site raises concerns regarding drainage and flood risk. Due to its elevated and undulating nature, development would increase the amount of hard surfacing, such as roofs, roads and driveways, reducing natural ground infiltration. Access to this site from Town Lane would increase the potential hazards due to turning vehicles as this road is a busy route for traffic.
