Supportive of meeting Cheshire East’s identified housing need in full and the revised standard method. Considers that the Local Plan should identify locations capable of delivering significant housing growth alongside necessary infrastructure, community facilities and environmental improvements, including Green Belt and Green Gap land where appropriate. Supportive of reviewing Green Belt boundaries where housing needs cannot be met on non-Green Belt land, provided development does not undermine the wider Green Belt and establishes robust, defensible long-term boundaries.

The Local Plan should reflect national Green Belt policy by undertaking a comprehensive Borough-wide assessment to identify grey belt land and assess its contribution to Green Belt purposes and sustainability. Where Green Belt release is necessary to meet development needs, priority should be given to previously developed Green Belt land, followed by other grey belt land, before considering other Green Belt locations.

The Cheshire and Warrington Spatial Development Strategy is welcomed and continued Local Plan preparation is supported. The strategy should provide a positive, deliverable framework to meet development needs in full and should not be constrained by existing policy designations. Sustainable Green Belt and Green Gap development should be considered alongside brownfield and non-Green Belt options through a consistent site selection and sustainability appraisal process.

Redrow supports high-quality, locally distinctive development but considers key design requirements should be established through the Local Plan rather than supplementary guidance. This would allow requirements affecting density, housing types, parking, landscaping and viability to be properly tested and provide greater certainty over site delivery. The strategic design framework should set clear principles while allowing flexibility for site-specific circumstances, local character and changing construction methods. Early engagement with housebuilders, landowners and other delivery partners is also encouraged.

Redrow supports a 15-year Local Plan period, providing long-term certainty for communities, infrastructure providers, landowners and developers, particularly given the lead-in times for major housing and infrastructure. They consider the five-year review requirement should ensure policies remain effective and up to date, rather than justify a shorter plan period or replace positive long-term planning.

The Local Plan should plan positively and flexibly to meet housing needs in full. The strategy should use realistic assumptions about site delivery, infrastructure and market capacity, and identify a sufficient range of deliverable and developable sites across the Borough. Appropriate contingency should also be included to respond to changing circumstances, maintain housing delivery, support infrastructure investment and reduce the risk of the Plan becoming out of date if individual allocations are delayed.

A comprehensive, transparent and up-to-date Borough-wide Green Belt assessment, including identification of grey belt land is supported. The assessment should consistently consider each parcel’s contribution to Green Belt purposes and the sustainability of development. Where release is necessary, priority should be given to the most sustainable and deliverable locations. Green Belt allocations could also provide compensatory benefits, including biodiversity net gain, improved public access, landscape enhancements and green infrastructure.

Redrow supports delivering affordable housing but considers requirements, including tenure mix, should be evidence-based, viability tested and sufficiently flexible. The Local Plan should allow tenure mixes to respond to local housing need, Registered Provider demand, deliverability and viability, particularly where demand for certain products is limited. It should also provide a clear mechanism for agreeing alternative affordable tenures where prescribed requirements cannot reasonably be delivered.

Redrow supports an up-to-date Borough-wide Housing Needs Assessment but considers it should guide rather than prescribe housing mix on individual sites. Policies should allow flexibility to reflect local housing needs, demographics, existing stock, market demand, site characteristics and viability. This would enable developments to create mixed and balanced communities while adapting to changing needs and market conditions over the Local Plan period.
