Grazing-land and shooting estates should be taxed/punitively regulated to de-incentivise these activities, as they are environmentally disastrous and economically questionable (as they rely on subsidy).

We may need a local "peat study". But... we must in the meantime accept the various documents (e.g. UK gov's Peat Action Plan - https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1010786/england-peat-action-plan.pdf ) that absolutely and unambiguously assert that peatlands must be protected, for both biodiversity and carbon management.

"Encourage" is too weak. The local plan needs to strongly prescribe the provision for active travel in new developments and existing areas - it is the magic-bullet! Let's go!!!

A study... ? OK. it's a 15 year plan that takes us to 2045. So make the call now. Developments must aim for net zero now - are we really going to retrofit in 15 or 20 years? No! These homes will still feel "nearly new" by then... so no-ones going to want to shell-out for significant retrofitting of heating systems. Mandate local area heat networks. Ground source heat/deep geothermal - with cascaded industrial heatpumps in scheme/development energy centres. Local area distribution and metered heat to homes. NOW.
