Overall the premise for the Local Plan as set out is focussed around enabling development. It should instead be focussed principally on critically assessing the need for development, identifying opportunities for the regeneration of Cheshire's failing town centres and identifying mechanisms to prioritise the protection of Cheshire's unique landscape, environmental and cultural heritage. The Local Plan should set out a policy and mechanism for the exhaustion of brownfield development opportunities ahead of ANY irreversable greenfield development.

The proposed planning policy requirement is a classic example of "tail wags dog"... local housing NEEDS should be led by long-term job creation and economic development, creating a market-led demand for housing... The Local Plan should focus on long-term sustainable employment creation opportunities rather than just addressing a perceived housing supply problem.

The Local Plan should prioritise, at all costs, the protection of Greenbelt and greenfield land and ensure that ALL brownfield development opportunities are fully exhausted before ANY green spaces are irrevesibly destroyed by development. The open, green agricultural land of Cheshire is quintessential to the historic landscape and amenity value of the county and must be prioritised in the Local Plan.

This policy should be referenced more strongly... brownfield opportunities should be exhausted before any greenfield developments are even considered in order to protect the County's traditional landscape value.

Economic growth considerations should focus on industries which have the potential for long-term, sustainable, high-quality, employment creation for local residents. Data Centres may represent good business tax revenues, but their long-term employment creation prospects should be critically assessed in their planning applications.

Note that the area of land associated with the proposed Adlington New Town development has already been subjected to a comprehensive SEA assessment and was found to be strategically unsuitable for development across the majority of the assessment criteria. The Local Plan explicitly should recognise this prior assessment.

Heritage, Culture and Natural Environment should be the No1 priority of the Local Plan. The Greenbelt designated lands, green spaces, historic parks, estates and farmlands of Cheshire are central to the cultural identity of the County. Irrespective of land ownership, these spaces are "owned" by everyone and the Council has a duty of stewardship through it's Local Plan to protect these areas on our behalf.

As currently written, this Local plan consultation begins with statements about development objectives, it should instead begin with a comprehensive account of the Cultural and Environmental vision of the council.

The Local Plan should place town centre regeneration - economic and housing as a priority. Despite some small scale improvements, many of the County's Towns are far from the economic hotspots and positive residential / retail / social centres that they could be. Significant work needs to be focussed on this issue.
