We ask the Local Plan to recognise the particular needs of rural businesses for suitable premises, floorspace, yards and vehicle access. Rural building reuse should not automatically result in the loss of employment space, and Moss Farm should be assessed according to its existing use. We support smaller, attainable housing through appropriate infill, small sites and conversions, while protecting established businesses through the agent of change principle. We also ask the Council to clarify that Haughton dwelling figures are modelled capacities rather than development proposals. A cumulative highways and drainage assessment of Long Lane should be undertaken before sites are selected.

The absence of attainable local housing is an economic constraint on this business. Recruitment reaches progressively further out, journeys lengthen, and the company carries the cost in reliability and mileage.
The company therefore supports smaller housing sites, appropriate infill and the reuse of existing buildings, which can deliver smaller and more attainable units within the existing form of the village. It notes that Haughton has no housing in the lowest council tax bands.
The company understands that the larger dwelling figures attached to the Haughton parcels are the product of the Council’s standard capacity assumption applied during scoping, rather than schemes proposed by the landowner’s agent. It asks that this be stated explicitly in the evidence base, so that a modelling convention is not treated as a development proposal.

The company asks that a cumulative highways and drainage assessment be published before site selection, covering all parcels together, all existing and proposed accesses, and the delivery mechanism and funding for any works identified.
